During the global food crisis of 2008, Malawi had to deal with increasing retail prices for maize meal. In response, the government initiated a task force to handle the crisis. The high-level task force was tasked with coming up with a national action plan to address the escalating food prices.
To combat the rising price of maize meal, the government purchased stocks from smallholder farmers at an above-market price and doubled the monthly supply to 60,000 MT. However, the strategy failed to bring about countrywide reductions in prices.
As a result of the policy, only 35 percent of the smallholder farmers benefitted. On the other hand, the private sector aggressively bought maize above the FRA floor price. Many millers were accused of ripping off farmers by buying early and underselling.
While the main government intervention was aimed at addressing the global food crisis, the response strategies were delayed. This is primarily due to inaction on the part of key agriculture stakeholders. It also reflects a high level of mistrust between the government and the private sector.
